(I) Group members of the Shanghai Taekwondo Association;

(II) Invited organizations: Taipei Team, Macao Taekwondo Association of Sports General Association, Hong Kong Taekwondo East Dragon Association, Russia Norilsk Taekwondo Association, Seoul Sinnam Elementary School of South Korea, Mongolia Team, and other domestic and international organizations;

(III) Participation in this competition is limited to the teams registered by the above-mentioned participating units. Individual registration is not accepted.

3. Freestyle Poomsae Competition Division Settings and Competition Content

Individual Freestyle Poomsae

12 to 17 years old

Athletes shall perform a freestyle Poomsae based on Taekwondo techniques, incorporating music and dance elements. The techniques performed must be within the scope of Taekwondo.

17 years old and above

(V) Taekwondo Dance Competition is open to all ages and genders. Each team consists of 5-6 athletes (when 6 athletes are registered, 1 is a substitute who does not officially compete but can receive a ranking certificate and medal as a team member).

XI. Competition Method

(I) The latest competition rules approved by the Shanghai Taekwondo Association shall be adopted.

(II) Kyorugi Competition Regulations

1. Single elimination format will be used, with computer drawing of lots.

2. Individual Kyorugi competition will adopt a best-of-3 rounds system. Each round is 1.5 minutes for Children, Youth, and Junior groups, with a 30-second break between rounds; each round is 2 minutes for Senior and Adult groups, with a 1-minute break between rounds.

3. The rules for the Mixed Team Kyorugi competition will be formulated and announced separately.

4. "Grand Slam" brand electronic protectors will be used for this Kyorugi competition. For details, see: XVI (V).

(III) Poomsae Competition Regulations

1. Recognized Poomsae competitions will all use the PK system, and Freestyle Poomsae will all use the Ranking system.

2. The Poomsae for the competition will be decided by computer drawing of lots before each match.

3. The time limit for Recognized Poomsae is controlled within 90 seconds, and the time limit for Freestyle Poomsae is controlled between 90 and 100 seconds.

(IV) Taekwondo Dance Competition Regulations

1. Participating units are not limited by gender or age. Each team is composed of 5-6 athletes (when 6 athletes are registered, 1 is a substitute who does not officially compete but can receive a ranking certificate and medal as a team member). Five athletes officially compete. Insufficient or excessive numbers (less than or more than 5) will result in disqualification. Each athlete can only be part of one team. Participating units are not limited in the number of teams they can register; multiple teams can be registered as "Participating Unit Team 1, Team 2,..." and so on.

2. The competition content must be a combination of Taekwondo techniques. The choreography method is not limited, and the technical movements must be positive and healthy.

3. Each participating unit must provide their own music. The music and lyrics must be healthy, positive, and free of any inappropriate slogans or political language.

4. Taekwondo Dance will use the Ranking system.

XII. Registration materials 

1. Kyorugi participating athletes must provide a normal ECG test report issued by a district-level or above hospital within 180 days before the competition. Poomsae athletes are not required to provide this.

2. Commitment to Participate (see Appendix ).

3. Electronic ID photos of all participating personnel.

4. All of the materials should be compressed and sent in one batch to the association's competition-specific email: shtkdjingsai@sina.com

XIII. Competition Expenses

(I) Participation Fee for overseas athletes: RMB 300 per person for a single event, plus RMB 200 per person per additional event.

(II) Insurance Fee: RMB 20 per person.

(III) The fees can be paid in cash upon check-in.

XIV. Ranking and Awarding Methods

(I) If the number of participants (teams) in each event (division) is 8 or more, the top 8 will be ranked; if the number of participants (teams) is 8 or less, the actual number of participants (teams) will be ranked.

(II) Athletes who win 1st, 2nd, and 3rd place in each event (division) will be awarded gold, silver, and bronze medals, respectively.

(III) The top eight places will be awarded for the overall team standing:

1. Individual PK Competition (Individual Sparring, Individual Poomsae) – Points for 1st, 2nd, 3rd, and 5th places: 9, 7, 5.5, 2.5 points.

2. Team PK Competition (Team Sparring, Mixed Pair Poomsae) – Points for 1st, 2nd, 3rd, and 5th places: 18, 14, 11, 5 points.

3. Individual Ranking Competition (Individual Freestyle Poomsae) – Points for 1st to 8th places: 9, 7, 6, 5, 4, 3, 2, 1 point.

4. Team Ranking Competition (Taekwondo Dance) – Points for 1st to 8th places: 18, 14, 12, 10, 8, 6, 4, 2 points.

5. The total sum of the ranking points for all events (divisions) where a participating unit achieves 1st to 8th place will be the overall team standing score for that participating unit.

6. If there is a tie in ranking, the next one (or several) rank(s) will be skipped, and the average of the points for the tied ranks and the skipped rank(s) will be awarded to the tied participants. If 8th place is tied, the points for 8th place will be calculated for each tied participant.

(IV) Announcement of Participating Units' Results

The results list for each participating unit includes a medal tally and an overall team standing list. The medal tally is ranked by the number of gold, silver, and bronze medals, and the total number of medals won by each participating unit, with the unit having more gold medals ranking higher. If the number of gold medals is the same, the unit with more silver medals ranks higher. If the number of gold and silver medals are the same, the unit with more bronze medals ranks higher. If all are the same, the rank is tied; the overall team standing list is ranked by the overall team standing score of each participating unit. If the scores are the same, the rank is tied.

(V) Medals and certificates will be awarded in this competition.

The awarding of prizes refers to the Award Selection Method for this competition.

 

XV. Appeals

(I) An Appeals Committee and an Appeal Acceptance Desk will be established to be responsible for accepting, reviewing, and ruling on competition appeal cases.

(II) If any participating unit has an objection to the result of a Kyorugi match, an application for arbitration must be submitted to the Appeal Acceptance Desk within 10 minutes after the end of the match. Arbitration applications submitted after 10 minutes will not be accepted. Poomsae appeals are generally limited to challenging the identity of the athlete.

(III) The participating unit submitting the arbitration application must assign a Team Leader or Coach to fill out the Arbitration Application Form (athletes and other personnel are not qualified to submit an arbitration application), and submit the completed form along with an arbitration application fee of RMB 2000 to the Appeal Acceptance Desk. The staff of the Appeal Acceptance Desk will then submit it to the Appeals Committee for review. If the appeal is successful and the match result is overturned, the arbitration application fee of RMB 2000 will be refunded; if the appeal is unsuccessful and the original ruling is upheld, the arbitration application fee will not be refunded and will be submitted to the Organizing Committee as competition funds.

(IV) The judgment of the Appeals Committee on appeal matters is the final judgment, and no further appeal may be submitted.

(V) Matches that have already undergone video review will not accept arbitration appeals.

(VI) Appeals regarding the eligibility of participating athletes should be submitted in writing to the Appeal Acceptance Desk at least 10 minutes before the competition. If the Appeals Committee review confirms an impersonator, the Organizing Committee will immediately disqualify the athlete, retrieve their participation certificate, and order the athlete to promptly leave the competition venue and stadium; for participating units whose violations of sportsmanship and discipline lead to athlete eligibility issues, the participating unit will be penalized according to the severity of the violation, including but not limited to: confiscation of the RMB 2000 "Sportsmanship and Discipline" deposit and disqualification from the "Sportsmanship Award" selection.

(VII) During the competition, no one is allowed to question the referees in person. If such behavior occurs, in addition to not accepting the appeal, the case will be submitted to the Competition Sportsmanship and Discipline Committee for corresponding penalties based on the severity of the violation.

 

XVI. Attire and Equipment Regulations

(I) All participating units must wear unified attire for the opening ceremony. Athletes must wear sportswear or a Dobok (Taekwondo uniform) and Taekwondo shoes or athletic shoes when receiving awards.

(II) Kyorugi athletes must wear a white Kyorugi Dobok for the competition. Poomsae athletes must wear a white Dobok or a WTF-recognized Poomsae uniform (Taekwondo Dance competition is an exception).

(III) The attire worn by athletes of each participating unit during check-in, competition, and award ceremonies must correspond to the participating unit name stated during registration.

(IV) The competition attire for Taekwondo Dance athletes is not limited to the white Dobok, and special design of the Dobok is permitted as needed to enhance the performance effect. Furthermore, stage image design for the participating athletes, such as makeup and hair styling, is encouraged and supported under the premise of "healthy and sunny." The specific implementation is to be carried out by the participating unit.

(V) The "Grand Slam" brand electronic protector system will be used for this Kyorugi competition. Electronic headgear, electronic chest protector, and electronic foot protectors will be provided free of charge by the Organizing Committee. Athletes from all participating units must provide and wear their own groin guard, shin guards, forearm guards, gloves (hand protectors), and mouthguard as required. Instep guards are not allowed. During the competition, the groin guard, shin guards, and forearm guards must be strictly worn inside the Dobok according to the rules. .

(VI) Athletes who are group members of the Shanghai Taekwondo Association must wear the Shanghai Taekwondo Association logo on the left arm of their Dobok. Athletes from other countries and regions may wear it voluntarily.

 

XVII. Sportsmanship and Discipline Regulations

Refer to the Sportsmanship and Discipline Regulations for this competition.

 

XVIII. Other Regulations

(I) During a Kyorugi match, if the opposing side forfeits, the winning athlete must enter the competition area wearing their Dobok and protectors, and the head referee will declare them the winner. If the winning athlete fails to enter the competition area as required and is declared the winner by the head referee, they will be considered to have forfeited.

(II) Participating athletes should arrive at the competition venue 1 hour before the match. Athletes who are called for check-in 3 times and fail to appear will be treated as having forfeited.

(III) Participating athletes enter the competition venue with their "Participant ID." Upon check-in, they must register and have their attire inspected by the Check-in Group. If the "Participant ID" is lost, a written application must be submitted to the Organizing Committee before the competition for a replacement before the athlete can participate.

 

XIX. The use of prohibited drugs is strictly forbidden. Violators will be dealt with according to relevant national laws and regulations.

XXI. In the event of force majeure factors such as infectious diseases, weather, or natural disasters, the Organizing Committee reserves the right to adjust the competition schedule, postpone, or even cancel the competition as deemed necessary.

XXII. Any matters not covered in these rules may be amended at any time by a joint meeting of the Organizing Committee and will be announced separately. XXIII. The right to interpret these rules belongs to the Organizing Committee of this competition.

3.Code of Conduct: All members of our team, during this competition, pledge: not to compete under a false name, not to engage in fraud, not to fight or brawl, not to disrupt the order of the competition venue, not to use any prohibited substances; we will respect our opponents, respect the referees, respect the spectators, and respect the Organizing Committee staff.

4.Assumption of Risk: Should any accidents such as injury, death, or loss of personal belongings occur to any member of our team during the competition, our team is willing to bear all responsibilities arising therefrom. The Organizers, Co-organizers, their officials, and other athletes shall be held harmless.

5.Acceptance of Penalties: If our team commits any acts violating sportsmanship, competition discipline, or related regulations during this competition, we are willing to accept the corresponding penalties imposed by the Organizing Committee.

6.Use of Likeness: All members of our team consent to being photographed, videotaped, filmed, identified by name, and otherwise recorded (hereinafter collectively referred to as "Recordings"). We agree that the rights of publicity, including the likeness, contained in such Recordings may be used by the Organizing Committee for the purposes of this event without further authorization. The Organizing Committee has the right to videotape the event and produce media such as DVDs for promotional and distribution purposes. The copyright of such audio and video recordings and derivative works belongs to the Organizing Committee.
